Beratungen verschiedener Obdachlosenvertretungen in Brüssel
Vom 12. – 14. Mai 2011 fanden in Brüssel auf Einladung der Front Commun SDF Belgien Beratungen zwischen Vertretern verschiedener Organisationen und Initiativen aus Belgien, Deutschland, Frankreich, Dänemark, Norwegen und den Niederlanden statt. Ziel war die Gründung eines europäischen Netzwerkes für Obdachlose von Obdachlosen. Seit 2009 beschäftigen sich die Initiatoren damit, eine Plattform für Obdachlose und Menschen in prekären Lebensverhältnissen zu schaffen, die es ermöglicht, die Menschenrechte und das Recht auf Teilhabe am sozialen Zusammenleben in der Gesellschaft einzufordern. Trotz erheblicher unterschiedlicher Voraussetzungen in den Ländern Europas sind die Ursachen für die armutsbedingte Obdachlosigkeit überall gleich. In einem ersten Schritt kam es im Verlauf der Gespräche zur Bildung eines europäischen Netzwerkes mit dem Namen EUNION OF HOMELESS, dem sich Vertreter aus Belgien, Frankreich, Deutschland und den Niederlanden anschlossen. Die Vertreter der Obdachlosenorganisation SAND (Dänemark) und Werkplaats Mo.Loc (Niederlande) konnten aus zeitlichen Gründen erst später ihre Vorstellungen zu ihrem favorisierten Projekt HOPE darlegen.
Als Vertreter der deutschen Initiative Armutsnetzwerk konnte ich feststellen, dass weitestgehende Übereinstimmung bei den angestrebten Zielen besteht. Mir scheint, dass allen klar ist, dass ein gemeinsamer Weg der einzig richtige ist.

- GENERAL PRINCIPLES
o INDEPENDENT ORGANISATION: Eunion of homeless is an independent organisation, that is not owned by any other organisation
o COOPERATIONAL ORGANISATION: Eunion of homeless seeks to work in cooperation with and build alliances with other organisations to reinforce the fight against homelessness (for example seek to work together with FEANTSA, EAPN, national, regional and local networks,…)
o INCLUSIVE, BOTTOM-UP ORGANISATION: Eunion is open to everyone; to former, current and potential homeless. EUnion works directly with homeless people, starting from their daily experiences, want to give them a voice in policy-making-processes. Eunions participation is based on EQUALITY.
o RIGHTS-BASED-ORGANISATION : Homeless are PEOPLE who have RIGHTS. Homeless are living in a situation of POVERTY. Eunion defends the right of people to live in dignity and rejects every kind of categorisation.
o UNIFYING ORGANISATION: Eunion wants to unify all former, current and potential homeless living in the EU and be their spokesperson
- GOALS
o Give a (unified and strengthened) voice to homeless people. Reclaim their voice in society, reclaim their right to participation in decision-making processess on all levels : from local to european
o Exchange between homeless in different EU-countries about the practices in every country (grassroots)
o To invest and keep investing in reaching out to homeless people, always in connection with poverty
o Develop a dialogue with European authorities and institutions and civil society, lobby (for finances)
o Protect and defend Human rights by remembering the member states that they agreed on the Universal Declaration of the Human Rights
o Support individuals and groups in every EU-country in the fight against homelessness
o Become an important stakeholder, that needs to be taken into account
o To be part of participational networks of people experiencing poverty
- TASKS
o Encourage information flow in all different directions: to homeless people, policy-makers, civil society. Eunion will be the place to SHARE KNOWLEDGE between all parties involved.
o Inform ourselves about European matters and policies about homelessness and poverty, inform ourselves about what happens on the streets in every country, what are the realities, and confront them with existing policies and laws
o Inform EVERYONE about our existence : people in the streets, civil society, policy makers, EU-institutions…
o Develop (political) demands and recommandations : around minumum income, security,…
o Support bottom-up participation in the services, on all levels, from development of an idea to decision making processes on domains that influence their lives
